Defense Ministry proposes postponing December payments to Russian military personnel for the first time. An exception will be made only for those taking part in the invasion of Ukraine
The payment of December allowances to Russian military personnel not taking part in the “special military operation” is to be postponed until January for the first time in at least 18 years, according to a draft Defense Ministry order spotted by Verstka.
The current rules governing military allowances provide for payment between the 10th and 20th of each month for the preceding month, and for December of the calendar year by December 25.
“The allowance shall be paid from the 10th to the 20th of each month for the preceding month, and for December of the calendar year from January 11 to January 21 of the following calendar year,” reads the revised version of this provision in the Defense Ministry’s draft.
An exception to this rule is proposed: military personnel in the combined group of forces conducting combat operations in Ukraine will generally continue to be paid under the current system, with December allowances paid by December 25.
The new draft also requires consideration of paragraph 74 of the current rules, under which December bonuses specifically for contract soldiers are paid in December, together with their allowances. This presumably means that the current payment schedule will remain in place in combat units.
If the Defense Ministry’s draft is adopted in its current form, it will take effect this year.
Verstka found that military personnel have received their December allowances before the New Year for at least the past 18 years. The draft order does not specify the reason for the change proposed this year.
