Russia officially withdraws from European Convention against Torture

Russia officially withdrew from the European Convention against Torture on November 1, the Council of Europe’s European Committee for the Prevention of Torture said.

Russian authorities notified the Council of Europe of their decision to denounce the Convention on October 30, 2025. Russia had been a party to the Convention since 1998.

Between 1998 and 2021, the European Committee for the Prevention of Torture (CPT) made 30 visits to Russia, during which it visited more than 450 places of detention.

“The withdrawal of the Russian Federation brings the CPT’s mandate to monitor the country to an end. It also brings to an end all independent monitoring of places of detention within the Russian Federation,” CPT President Alan Mitchell said.

Independent Detention Monitoring Ends After Withdrawal

Russia left the European anti-torture convention, ending the committee's monitoring mandate.

No more independent checks on detention sites.
