The FSB proposes eliminating border zones with the “new territories”

There will no longer be border zones in the Rostov and Voronezh regions, and the zone between annexed Crimea and occupied Kherson region will cease to exist, according to draft FSB orders (1,2) spotted by Agentstvo.

The agency proposes declaring its own orders on border zones in the Rostov and Voronezh regions invalid, and also changing the boundaries of such a zone in Crimea. As the outlet notes, because of these orders, travel to the territories annexed in 2022 differed little from crossing the state border.

The changes are connected to Russia’s annexation of Ukrainian territories, Agentstvo writes. Under Russian law, border zones are established along the state border, which Moscow now considers to be the outer borders of the annexed regions.

The documents themselves say the changes are due to the need to “bring FSB Russia’s regulatory legal acts into compliance with legislation.”

In another order, the FSB proposes establishing a border zone in annexed Crimea “within the limits of the islands of the Black Sea belonging to the Russian Federation.” The border directorate will have to determine the places and times for entry into this zone, and also install warning signs.
