Russians withdrew a record

5.2 billion from banks over the summer

People fear that the Kremlin may confiscate funds to finance the war, the Washington Post writes.

According to Central Bank data, nearly $3.4 billion (286.4 billion rubles) was withdrawn in the first two weeks of August. In June, Russians withdrew more than $4.5 billion from banks; in July, $7.3 billion.

Sberbank Deputy Chairman Taras Skvortsov notes that the amount of funds withdrawn this year will exceed by two times the amount withdrawn in the first year of the war (

4.7 billion).

Overall, according to Central Bank data, more than $9.4 billion was taken out of Russia in the second quarter of 2026. Big business is trying to move money out of the reach of Russian regulators because it fears asset seizures, the publication notes.

Former Central Bank adviser Alexandra Prokopenko does not rule out that the authorities may introduce restrictions on withdrawing funds.
