In pretrial detention centers transferred to the FSB, getting clothes and underwear will become harder than in regular detention centers
The FSB has decided to tighten the standards for supplying suspects and convicts with clothing and other items in pretrial detention centers that have come under the special service’s control, according to a draft order on the portal of draft regulatory legal acts, as noted by «Вёрстка».
Since 2005, all FSB pretrial detention centers had been transferred to the jurisdiction of the Justice Ministry, which generally sets detention standards in Russian pretrial detention centers. However, from January 1, 2026, the FSB was again allowed to have its own detention centers, and they began to be transferred back under the service’s control.
There, according to the draft order, a number of standards will be stricter than in ordinary pretrial detention centers. In particular, winter boots for convicted men and women in ordinary detention centers who perform maintenance work are issued for 2.5 years, while in FSB detention centers they will be replaced less often, once every three years.
Also, in detention centers under FSB control, they plan to issue fewer postpartum pads and nursing breast pads to pregnant female suspects and defendants when they are sent to a maternity hospital (a maximum of 20 pieces, whereas in FSIN detention centers they receive 20 to 30 pieces).
In addition, in the FSB draft order, «Вёрстка» did not find any standard for replacing bed linen for convicts, whereas in FSIN detention centers it is changed once a week. In FSB detention centers, they do not plan to replace prisoners’ clothing when their anthropometric measurements change (for example, after weight loss).
In some cases, the future FSB order duplicates the current Justice Ministry order, for example in the rules for how convicts in pretrial detention centers should wear clothes in hot and cold weather.
