"Quite disciplined workers." How the Federal Penitentiary Service is expanding correctional centers and replacing colonies with them, in The Insider's report

While the recruitment of prisoners for the war is reducing the number of people in penal colonies, the Federal Penitentiary Service is expanding another branch of its system: correctional centers. Such places are where people sentenced to forced labor serve their punishment.

By the end of 2025, 400 new correctional centers with 50,000 places had been created in Russia. And in June 2026, the Federal Penitentiary Service presented a model project for a rapid-build center for 200 people that can be installed directly at enterprises.

The plan is for the dormitory to be located next to the workshop or in the same building, for the employer and the administration to act in concert, and for the life of a person sentenced to labor to be closed in between the bed and the workplace.

The new system is more выгоднее than classic colonies both for the Federal Penitentiary Service and for business, according to experts interviewed by The Insider.
