Russian man fined under article on 'searching for extremist materials' over an e-book on his phone

A resident of Saratov Region was fined 3,000 rubles under the article on searching for extremist materials and obtaining access to them (Article 13.53 of the Administrative Code) because of an e-book on his phone, Verstka found.

According to a ruling by a justice of the peace dated July 2, an officer from Center E, during the operational-search measure "Surveillance," inspected the man's phone.

There, a file titled "Fortress of the Muslim. From the words of remembrance of Allah found in the Quran and Sunnah" was discovered in the form of an electronic book. This work was added to the federal list of extremist materials in July 2014.

According to the ruling, the local resident confirmed that one or two months earlier he had learned of the book's existence and wanted to familiarize himself with its contents.

"Using his mobile phone and the Google Play application, he installed an application called 'Fortress,' upon opening which the book was provided in electronic format," the ruling states.

The judge concluded that this proves an intentional online search for "knowingly extremist materials," and that no evidence of lack of guilt "was presented."
