Land near the Baltic Sea is one of the most valuable resources of the country’s westernmost region. After Alexey Besprozvannykh, a former FSB officer who had previously worked with the “new territories,” was appointed governor of Kaliningrad Region, control over land and urban development passed to officials brought in from other regions, the so-called outsiders.

At the center of the investigation is Deputy Prime Minister Kristina Podskrebkina. She effectively oversees all Kaliningrad land and has built up a network of “her own people” who are actively getting rich.

Podskrebkina’s close associate, and after moving to the region, her partner Anastasia Vorobyova, whose last known publicly reported income was about 1.29 million rubles a year, acquired real estate worth roughly 55 million rubles (it is likely that for part of this property she is only acting as an asset holder), then moved into the business of the Lyutarevich family, local fish businessmen, and headed a fund with 100 million rubles on its balance sheet. Soon these businessmen abruptly decided to move into development and immediately received important approvals from Podskrebkina.

Where did all this money come from? It is hardly possible to explain its origin through legal means. But every decision on “golden land” in favor of an “important person” can sharply increase that person’s wealth. And there are more than enough decisions bearing signs of corruption: seaside land is rezoned for high-rise buildings, state-owned plots are handed over without the usual auctions, and former military territories are turned into private development projects.
