Goods for ballistic protection of Russian ships may be imported into Russia without a license. This is needed because of “terrorist attacks by individual countries”

The Federal Service for Technical and Export Control (FSTEC) has proposed simplifying the import into Russia of dual-use goods for the ballistic protection of ships. The corresponding draft government resolution was published on the website for draft regulatory acts, Verstka noted.

“The draft resolution provides for establishing license-free movement on water vessels across the state border of the Russian Federation of personal protective equipment against weapons damage, as well as equipment and technical means for detecting and neutralizing corresponding threats to Russian water vessels and persons on board them,” the explanatory note to the document says.

The draft resolution specifies that personal protective equipment for the crew and equipment for vessels are intended to protect specifically against ballistic weapons. The document does not list the types of these means.

The explanatory note says the new measure is planned in connection with “efforts by individual states to carry out terrorist strikes against Russian civilian water vessels, as well as taking into account the need to promptly provide Russian water vessels with the above-mentioned protective means.” At the same time, the draft resolution itself refers to all water vessels, not only civilian ones.

If adopted in its current version, the document will enter into force one day after its official publication.

🟦At present, goods intended for the maintenance or repair of ships and aircraft may be imported into Russia without a license, as may various radar equipment, drones, “means of deterring mass unrest” (traumatic cartridges, flash-bang grenades, etc.), various explosives, equipment “used for nuclear purposes,” and so on.
