Up to 25,000 workers from North Korea may be involved in drone production in Tatarstan

A North Korean worker in Russia earns an average of $7,500 a year, but almost all of that amount is taken for the benefit of North Korea, according to a report by the Multilateral Sanctions Monitoring Team on compliance with UN Security Council sanctions against North Korea.

Because direct work visas are banned under UN sanctions, North Koreans are being brought into Russia en masse on student visas. In 2025, Russia issued North Korean citizens more than 35,800 such visas, but only a handful actually went to study.

According to experts, educational institutions, acting as host organizations, receive money for issuing fictitious enrollment certificates.
