Since the start of the full-scale invasion, thousands of Ukrainian citizens — both military personnel and civilians — have become defendants in criminal cases in Russia and in occupied territories. Defending their own country, serving in the Armed Forces of Ukraine, volunteering, or ordinary interaction with Ukrainian state bodies are being treated en masse by security officers as “espionage” and “treason.”

Because of the total secrecy of the proceedings, the real scale of these repressions long remained unknown. However, based on court registries, official data, and media reports — using the methodology of Parubets Analytics — it was possible to identify 555 Ukrainian citizens accused of crimes against state security. The actual number of defendants is even higher: many cases are completely hidden, and court cards are published without personal data.

First Department publishes a study on how this system of persecution works: what Ukrainians are tried for, what sentences they receive, and where hundreds of civilians and military personnel who have ended up in the Russian penitentiary system are being held.
