Turnout in the State Duma elections held in Russia on September 18-20 was about 40%
That view was expressed by mathematician Boris Ovchinnikov and election observation expert Roman Udot. The Central Election Commission announced turnout of more than 59%.
“This means that the administrative resource was squeezed to the limit. We know that the maximum administrative resource is around 20%. And that is already beyond the bounds of decency. When they have to squeeze 20% of extra support out of the electorate, everything comes spilling out — violence comes out, ballot-stuffing comes out, carousel voting comes out, and so on,” Udot said.
