The Insider: In Chukotka, entrepreneurs killed in the war were required to return unused business grants

The authorities of Chukotka have required that “unused grant funds” for entrepreneurs be returned to the district budget if the recipient is killed in the war in Ukraine. The new rules were published in an order by the Department of Economy and Investments dated September 18, 2026, No. 5, which was found by The Insider.

It is assumed that if an entrepreneur dies while participating in the war, the Department unilaterally terminates the grant agreement. At the same time, money already spent for the purposes of the project does not have to be returned.

The rules apply both to individual entrepreneurs and to heads of legal entities. The document does not specify who exactly is supposed to return the money after the entrepreneur’s death.
