The General Court of the European Union annulled EU Council decisions keeping former Federation Council member Oleg Tkach on the sanctions list in September 2024 and 2025
Tkach was originally placed under EU sanctions in March 2022 as a member of the Federation Council who voted to ratify the treaty “on friendship, cooperation and mutual assistance between the Russian Federation and the Donetsk and Luhansk people’s republics.”
The court ruled that the fact of the vote was sufficient grounds for imposing sanctions against Tkach, but was not enough to subsequently keep him on the sanctions list.
The court concluded that Tkach had “moved away from Russian political life”: he did not seek re-election for a new term in September 2022, and he also acquired “two new citizenships” that do not allow him to hold political office in Russia.
