In Sevastopol, victims of drone attacks are being paid less than the market value of their destroyed homes

Residents of annexed Sevastopol whose homes were destroyed by Ukrainian drones are receiving payments that are not enough either to build new housing or to buy a ready-made home, the local outlet ForPost writes.

For example, ForPost describes the homes of two families in the Balaklava district that burned down after a drone attack on the night of August 1. A commission awarded them 4.3 and 2.6 million rubles, although building such houses costs about 10 million.

The presidential administration explained to the victims that Sevastopol pays not compensation for damage, but financial assistance from the city government’s reserve fund — therefore the commission is not obliged to take the market value of housing into account.

The federal rules used to calculate payments in other regions apply only under a state of emergency or in the event of a terrorist attack, and no state of emergency was introduced in the city in connection with the shelling. When Putin in 2023 demanded that compensation for damage to victims of shelling not be delayed, the same office clarified, he was referring to Belgorod, Bryansk, and Kursk regions and Crimea — Sevastopol was not listed separately.

In addition, victims have so far also been unable to secure a review through the courts, ForPost writes. One local woman’s house was destroyed by a drone in March 2024 — compensation was set at just over 2 million rubles, although the home’s market value exceeded 9 million. An appeal court ordered the payment to be reviewed with the market price taken into account, but the decision has still not been carried out.

🔵In Belgorod and Kursk regions and Crimea, payments are calculated based on the area of the housing and the average market price per square meter approved by the Construction Ministry. In Sevastopol, however, assistance is calculated based on cadastral value.
