The government did not allocate money for the personnel program for participants in the war “Time of Heroes” after 2027

The government did not include funding in the draft federal budget for the personnel program for participants in the war in Ukraine, “Time of Heroes,” after 2027, “Vyorstka” noticed.

As follows from the draft budget submitted to the State Duma, the operator of “Time of Heroes” — the Kremlin-created autonomous nonprofit “Russia — Land of Opportunity” — will receive a grant for “Time of Heroes” for the last time in 2027. It will amount to just over 255 million rubles. Roughly the same amount the nonprofit received in previous years. There are no subsidies for “Time of Heroes” for the subsequent years 2028-2029.

At the same time, other “Russia — Land of Opportunity” projects will continue to receive money in the same amount. The other major areas of federal budget spending specifically for participants in the war in Ukraine have not been sequestered either.

Government representatives have not publicly spoken about winding down or reducing spending on the “Time of Heroes” program. Two “Vyorstka” sources close to the Kremlin’s domestic policy bloc claimed that officials there are “unhappy with the output” from the project.

A source working on the project told “Vyorstka” that the presidential administration had been saying since the end of 2025 that “Time of Heroes” may be operating for its final year.

“The problem came down to where to place the graduates. The scope of their powers was limited at the start. Now the Duma has been elected — and after that, if there are no high-profile cases, the program will no longer produce such a bright image of a ‘new elite.’ So from now on, military personnel will be brought in together with other ‘leaders,’” he explained.

🟦“Time of Heroes” is intended to train “SVO veterans” as managers, followed by their appointment to senior government posts. The program’s most successful graduates are presidential envoy to the Urals Artyom Zhoga and Belgorod Region governor Alexander Shuvayev.
