Classified federal budget spending for next year amounts to 17 trillion rubles — 34.9% of all planned expenditures and a record for at least 12 years, “Vyorstka” found after studying the draft budget for 2027.
In particular, according to the draft budget law, total spending is supposed to amount to 48.7 trillion rubles, but only 31.7 trillion rubles is itemized. The difference between them is 17 trillion rubles (or 34.9% of all expenditures).
Among the classified expenditures, spending on national defense stands out. In total, it will amount to 17.1 trillion rubles, but only 2.3 trillion rubles has been disclosed. Overall, several appendices to the budget are marked “secret” and “top secret.”
🩵At the start of the war, a record level of secret spending was recorded, Meduza wrote. In the draft budget for 2023, its total volume rose to almost a quarter — 23% (6.6 trillion rubles), although before that, in the drafts for 2016-2022, it had mostly been 16-17%.
🩵In the draft budget for 2024, the share of secret spending was 30% (11.1 trillion rubles), and in the draft for 2025 it was 31.6% (more than 13 trillion rubles), Bloomberg and The Bell wrote. In the draft budget for 2026, this percentage decreased slightly for the first time in the years of the war — to 28.8% (12.7 trillion rubles), The Moscow Times reported.
