The Main Radio Frequency Center is to receive 60 billion rubles for internet blocking
According to the draft budget for 2027-2029, the Main Radio Frequency Center, or GRFC, is proposed to receive almost 60 billion rubles for the operation of the “automated security system” of the Russian segment of the internet — a system that allows Roskomnadzor to block websites and services, Novaya Europe noted.
19.87 billion rubles will be allocated for this in 2027, 19.84 billion rubles in 2028, and 19.87 billion in 2029. The total amount is 59.59 billion rubles.
The subsidy goes through Roskomnadzor under the federal project “Cybersecurity Infrastructure,” which is part of the state program “Information Society.” The appendices do not provide a breakdown of spending on specific equipment, software, or work.

reach a 92% “average effectiveness level for restricting access to VPN circumvention tools through signatures”;
begin routing up to 98% of all traffic in Runet through TSPU, the technical means of countering threats.
