Authorities expect almost half a trillion rubles in voluntary contributions from business for 2026 — a record amount
In 2026, the budget expects to receive a record 471.4 billion rubles in voluntary contributions from business; this estimate appears in the explanatory note to the draft budget for 2027–2029, The Bell noted.
Meanwhile, over the whole of 2025, 251.3 billion rubles came in from business.
In March, Putin, at a closed meeting with major Russian entrepreneurs, suggested that they “voluntarily chip in for the war,” The Bell reported. As Vedomosti also noted at the time, the main flow of contributions began precisely after that: by mid-August, the budget had already received 384 billion rubles.
Voluntary contributions are recorded in the budget under the line item “gratuitous receipts from non-governmental organizations.” In addition to them, this line item can include mandatory payments by companies when selling assets in Russia.
At the same time, the outlet notes, authorities are not counting on large voluntary contributions from business in 2027–2029: 1.9 billion rubles is planned for each year in that period.
