Ukrainian intelligence services obtained this information while intercepting intelligence data, the president of Ukraine said in an interview with the Financial Times.
The lifting of restrictions led to a sharp increase in strikes on civilian targets. According to Zelensky, Putin gave this order in September, when Russia stepped up strikes on Kyiv, hitting schools, hospitals, and data centers.
Ukrainian officials also say Russia is preparing to strike nuclear facilities in order to cut off their power, increase pressure on Kyiv, and force Ukraine to concede to Russia’s demands in early 2027. Another goal of Russia’s air campaign is a new flow of Ukrainian refugees into the European Union, which would put pressure on countries where anti-migrant sentiment is growing.
