This is stated in a draft law that the outlet Verstka drew attention to.
“During a period of mobilization, service in the federal fire service by citizens who are in the reserve of the Armed Forces of the Russian Federation and have been sent to serve in accordance with federal laws and regulatory legal acts of the president of the Russian Federation is an obligation of such citizens,” the draft law says.
The explanatory note says that “cases have become more frequent of personnel from Russia’s Emergency Ministry being deployed to extinguish fires arising as a result of armed aggression against the Russian Federation.”
The authors of the draft law say that the understaffing of fire service units in this situation “averages 22%.”
