The European Commission is finalizing a plan that will tighten the rules for Russians entering the European Union on tourist visas. The EU wants to strengthen its protection against hybrid attacks in this way, Politico writes, citing European officials.

The proposals are expected to be presented in early 2027. A group of countries, including Poland, Sweden, and Estonia, had insisted on tougher rules, including for former participants in the war in Ukraine.

Swedish Justice Minister Gunnar Strömmer believes that, amid fears over sabotage, the current EU visa system has “vulnerabilities” that “enemies” could exploit. According to him, the European Commission's proposal should appear in January, but Sweden would like to see it even earlier.

Estonia proposes completely banning entry into the EU for former Russian military personnel who took part in combat operations. The minister believes many of them will come to Europe with the support of Russian intelligence services, and that Russia will arm them for terrorist attacks and other assaults. “They will take control of our organized crime,” he told the outlet.

EU Migration Commissioner Magnus Brunner said that after an initial decline, the number of visas issued to Russians is no longer falling, and urged EU countries to issue fewer of them:
