Ukraine attacked oil refineries in the Saratov and Ryazan regions on Wednesday, Deputy Prime Minister Novak said

Alexander Novak cited data from the Energy Ministry and oil-refining companies.

We see that the Ukrainian side is showing no movement toward an energy ceasefire,

TASS quoted the deputy prime minister as saying.

🔵On October 13, Ukrainian President Volodymyr Zelensky said that Ukraine had not struck Russian oil-refining facilities or the energy sector in general during the two days since Trump announced the energy ceasefire.

But Russia did not listen to the president of the United States. During that time, the Russians attacked both our energy facilities and our critical infrastructure, sending absolutely clear signals that they do not intend to refrain from strikes on Ukraine. Our position remains unchanged: Ukraine is ready to take reciprocal de-escalation steps, and effective pressure on Russia is needed for de-escalation to happen. Wars end when the aggressor feels that it has no way to prolong the war,

Zelensky said.

🔵In the morning, Saratov Region Governor Roman Busargin said that residential buildings had been damaged and a woman killed in an attack on the region. He did not report any damage to an industrial facility. Ukrainian monitoring channels claimed that the strikes hit the industrial zone of the MZ Balakovo metallurgical plant.

🔵Ryazan Region Governor Pavel Malkov said that seven UAVs had been shot down over the region during the night, with no casualties or damage.

Energy Truce Survives Only in Statements

Moscow reported strikes after Kyiv offered reciprocal de-escalation.

The truce works best as an accusation.
