In Russia, businesses owned by war participants and their relatives are put first in line for state subsidies. Others receive less and lose out in grant competitions
In Russian regions, businesses owned by participants in the war against Ukraine and their relatives receive preferential treatment in the allocation of state subsidies, The Insider found. This is not limited to individual veteran support programs: the authorities are changing the rules of general competitions in which other entrepreneurs also participate.
In Buryatia, businesses owned by disabled veterans may be reimbursed for up to 80% of their expenses, with a maximum of 10 million rubles. For other entrepreneurs, the limit is 50% and 7 million rubles. In addition, companies connected to war participants are placed first in the ranking of subsidy applicants. The preferential treatment has been extended to industry, agriculture, and innovation projects.
In Astrakhan Oblast, war participants and their relatives have been given priority for inclusion in the ranking of farmers seeking state support for livestock farming.
In Krasnoyarsk Krai, businesses receive an additional 30 competition points for employing war participants.
As a result, ordinary entrepreneurs may be left without subsidies even if they meet all the eligibility requirements, because program budgets are limited and preference in the allocation of funds now depends not only on business performance but also on whether the owners or employees are connected to the war.
