Russia’s Largest Pretrial Detention Center, with Capacity for 4,000 People, Will Be Built in the Moscow Region
Russia’s largest pretrial detention center will be built in the Solnechnogorsk district of the Moscow region. The regional office of the Federal Penitentiary Service announced the construction tender.
The complex will be built near kilometer 71 of the M-11 highway, between the villages of Shapkino and Ozhogino.
The detention center will have capacity for 4,000 people. Its total area will exceed 42 hectares.
The center will include multistory buildings for men and women, as well as separate buildings for people with tuberculosis and those described as having a “negative orientation”—that is, leaders of criminal groups who negatively influence other prisoners. The complex will also include three apartment-style dormitory buildings for Federal Penitentiary Service employees.
The contract’s starting price is 37.8 billion rubles. Construction is scheduled for completion in October 2031.
The Kolpino detention center, known as Kresty-2, is currently considered the largest. It was built in 2017 outside St. Petersburg, and construction took 10 years.
