Russia wants to leave Odesa, Kharkiv, and Kyiv without power and water in winter—to force Ukraine to capitulate

The New York Times reports this, citing Russian authorities’ plan that was intercepted by Ukraine and reviewed by the newspaper’s journalists. Kyiv officials showed the plan to their European allies in September.

According to the plan, Russia would need about 70 ballistic missiles, 720 long-range drones, and 150 guided aerial bombs to deprive Ukraine’s three largest cities of water, electricity, and heating. Russian military strategists believe that a month of strikes at the required intensity would destroy Ukraine’s energy system.
