Before leaving Russia, Chubais wrote Putin a letter in which he urged him to stop the war

In March 2022, Anatoly Chubais sent Putin a letter criticizing the decision to invade Ukraine and calling for an immediate end to the hostilities.

This is stated in a report by Mariana Katzarova, the UN special rapporteur on human rights in Russia. Chubais himself confirmed to Ekho that he had indeed written such a letter.

Katzarova writes that after the letter and Chubais’s departure, he “was subjected to public attacks” by Putin, and a campaign against Rosnano employees began in January 2025.

At least 22 people associated with Rosnano are accused of embezzling funds while Chubais headed the company. In particular, the company’s former managing director for investment activities, Andrei Kushnarev, was sentenced in September to nine years in prison.

Chubais himself called the cases against Rosnano’s former top managers “repression” and “a mockery of the law.”
