I’m seeing some confusion about Lindsey Graham’s law and Trump’s executive order.
No, Trump did not repeal the law. He did not even suspend it. He has no authority to do so.
The law is in effect, and the sanctions that were supposed to take effect automatically have done so. But, as a reminder, they replicate the old sanctions, meaning they enshrine them in law.
Trump only declined to impose new sanctions on Russia.
To do so, he issued an executive order and sent Congress an explanation of why he was declining.
But in addition to that, the executive order contains the groundwork required for the law to function: it introduces monitoring (shown in the screenshot) and delegates authority (posted it in the comments).
So the law is not dead; there are simply no new sanctions, although the infrastructure is being prepared.
New Sanctions Stalled at the Preparation Stage
The law remains active, but no new sanctions on Russia were imposed.
The groundwork worked better than the policy.
