A bill has been introduced in the State Duma to rename St. Petersburg Leningrad and Volgograd Stalingrad

State Duma deputy Angelika Glazkova of the Communist Party introduced a bill on the status of Hero Cities, under which St. Petersburg would become Leningrad and Volgograd would become Stalingrad. The explanatory note says the renaming would restore “historical justice.”

“It would be rather strange to speak of the ‘Siege of St. Petersburg’ or the ‘Battle of Volgograd,’” the document says.

Under the bill, Hero Cities must bear the names they had during the Great Patriotic War, and changing them would be prohibited. In addition, the coats of arms or flags of such cities must depict the Order of Lenin and the Gold Star medal, while an obelisk bearing images of these awards is proposed for each of them.

As Agentstvo writes, there are no earlier registered bills in the State Duma on restoring the name Leningrad to St. Petersburg. An initiative to rename Volgograd was last considered in 2015, when the Communist Party introduced a draft resolution that deputies did not support.

The Communist Party had previously spoken about Soviet names as well. In 2024, Nikolai Kharitonov proposed putting the renaming of St. Petersburg to a referendum and returning the name Stalingrad to Volgograd. In August 2026, Gennady Zyuganov regretted that Volgograd had still not been renamed.
