Kirov businesses will be able to buy their way out of the quota for hiring war participants by paying them salaries no lower than the minimum wage at other companies

Employers in Kirov Oblast with more than 100 employees will be able to fulfill their quota for hiring participants in the war against Ukraine without directly employing them themselves. The regional government approved this procedure, The Insider found. The document will take effect on March 1, 2027, and remain in force until the end of 2029.

A company assigned a quota may conclude an agreement with another company or individual entrepreneur that will formally employ the participant in the “special military operation.” The “client” will then transfer money monthly for that person’s salary, and the amount must be no less than the minimum wage plus insurance contributions. If the employee quits or stops showing up for work, the contractor returns the difference. The veteran must be employed within Kirov Oblast, and they are not counted toward the contractor’s own quota.

The terms of such deals are confidential. The standard agreement attached to the procedure states:

“The subject matter of this Agreement and information obtained by the Parties in the performance of the terms of this Agreement constitute confidential information, which the Parties undertake not to disclose or transfer to third parties without the written consent of the other Party.”
