For the third time since the war began, Putin does not plan to deliver an annual address to the Federal Assembly

Vladimir Putin's address to the Federal Assembly is not planned before the end of 2026, Putin's press secretary Dmitry Peskov told RIA Novosti. In a comment to TASS, Peskov said Putin would speak when he considers it "appropriate."

Under Article 84 of the Constitution, Russia's president is required to address the Federal Assembly annually with a message on the state of the country and the main directions of domestic and foreign policy.

🔵Since the start of the full-scale war, Putin has already skipped the address in 2022 and 2025. In December 2022, he explained the absence of the address by saying that the situation was "developing very dynamically," making it difficult to sum up the results and outline plans.

No address to the Federal Assembly is planned before 2026 ends.

The constitution now runs on discretion.
